A milestone integration on regional development through a formal Memorandum of Understanding (MoU) signed with the President of the Municipal Authority of Dili (PAM), Mr. Francisco dos Santos da Costa. Spearheaded a ministry-wide institutional capacity building program comprising a rigorous multi-divisional Diagnostic Assessment and a high-impact, 1-day workshop on 'Effective Communication for Government Officials' for the Ministry of Transport and Communications (MTC) of Timor-Leste. For this initiative, I architected a highly specialized 97-question diagnostic instrument based on professional test construction principles.
